CDSA Plastic DVD Packaging Certification Program -
Enrollment Overview
Program Mission
Establish a certification program for companies who manufacture plastic DVD packaging in connection with the CDSA Plastic DVD Packaging Standard that seeks to prevent harmful substances from impacting the health of consumers through inhalation, ingestion or absorption.
Program Goal
Enlist industry wide support of the CDSA Plastic DVD Packaging Standard, and companies who become certified, through education and dissemination of the information contained in the Standard. CDSA will publicly acknowledge through presentations, advertisements, website listings, and other marketing methods, manufacturers that have been issued a CDSA Plastic DVD Packaging Standard Certificate of Compliance.
Procedure and Cost:
- Complete and submit a Plant Application for Certification form for each plant location you wish to enroll and certify. Along with application, submit fee for enrollment:
CDSA Member Company - $5,000 US
CDSA Non-Member Company Rates - $7,500 US
- Establish internal company/plant protocol for implementation and compliance with Standard.
- Establish business relationship with independent laboratory. Provide samples, in accordance with Standard, to laboratory for testing.
- Laboratory submits testing results independently to CDSA with review and determination by CDSA of either a) plant certification or b) plant non-conformance with 30 days to correct and resubmit.
- Per plant program application fee applies to first year of certification in program. The Annual continuation fees, per plant, are:
CDSA Member Company - $2,500 US
CDSA Non-Member Company Rates - $5,000 US
Standard Objective
The Standard sets forth minimum compositional specifications for harmful substances in plastic DVD packaging. Specifically, the Standard sets a limit on the combined maximum permissible level of lead, cadmium, antimony, mercury, and chromium VI in plastic DVD packaging.
The chemical composition of plastic DVD packaging must be controlled by the manufacturer to ensure product safety in the supply chain from resin formulation, through molding operations and consumer use. Additionally, this Standard was developed to minimize environmental contamination from disposal of plastic DVD packaging.
The intent of this Standard is to ensure safety at all points in the supply chain and following product disposal. Any company engaged in the physical manufacture of plastic DVD packaging is eligible to be certified by this Standard. As part of this CDSA program, a company will certify each individual manufacturing facility utilized to manufacture plastic DVD packaging.
Compliance
From each plant to be certified, samples for laboratory testing are to be obtained by the manufacturer by pulling, at random and during a legitimate production run, a minimum of three (3) plastic DVD packaging cases from at least two (2) independent tools utilized in the production process.
Samples are to be tested at a laboratory that is certified by either the American Association for Laboratory Accreditation (A2LA) or the International Laboratory Accreditation Cooperation (ILAC). Lists of laboratories in your plant’s area are located at www.a2la.org or www.ilac.org
Compliance and certification under this Standard will require documentation be sent to CDSA directly from the laboratory utilized to analyze the composition of plastic DVD packaging. Documentation will specifically state the quantitative elemental analysis data obtained from the laboratory examination of finished plastic DVD packaging components, in accordance with the Standard.
To remain certified, samples are to be submitted to a certified laboratory on an annual basis.
